Of all the reasons for exploring the Universe, none is more com­ pelling than the possibility of discovering intelligent life elsewhere in the Universe. Still the quest for extraterrestrial life has been near the bottom of the astronomers' list of priorities, not because the number of extraterrestrial civilizations is conjectured to be van­ ishingly small, but because our powers of detection were thought to be far too weak. About ten years ago, however, the growing reach of ra­ dio telescopes on the ground and of optical and infrared telescopes in space persuaded a number of thoughtful astronomers that the time for a more serious search had arrived. Accordingly, a joint Soviet-American conference on the problems of Communication with Extraterrestrial In­ telligence was convened at the Byurakan Astrophysical Observatory of the Armenian Academy of Sciences during September 5-11, 1971 and was soon followed by a number of other important meetings, notably a series of NASA-sponsored workshops in the USA held between January, 1975 and May, 1976. Since SETI is fundamentally an international undertaking and as­ tronomical methods and techniques are required for its pursuit, it is natural for the International Astronomical Union to lend its support by sponsoring conferences and otherwise facilitating cooperation among countries. This book explores humanity’s thoughts and ideas about extraterrestrial life, paying close attention to the ways science and culture interact with one another to create a context of imagination and discovery related to life on other worlds. Despite the recent explosion in our knowledge of other planets and the seeming era of discovery in which we live, to date we have found no concrete evidence that we are not alone. Our thinking about life on other worlds has been and remains the product of a combination of scientific investigation and human imagination shaped by cultural values--particularly values of exploration and discovery connected to American society. The rapid growth in our awareness of other worlds makes this a crucial moment to think about and assess the influence of cultural values on the scientific search for extraterrestrial life. Here the author considers the junction of science and culture with a focus on two main themes: (1) the underlying assumptions, many of which are tacitly based upon cultural values common in American society, that have shaped the ways researchers in astrobiology and SETI have conceptualized the nature of their endeavor and represented ideas about the potential influence contact might have on human civilization, and (2) the empirical evidence we can access as a way of thinking about the social impact that contact with alien intelligence might have for humanity.

This book argues that social and environmental policy should be synthetically treated as one and the same field, that both are but two aspects of the same coin – if sustainability is the goal. Such a paradigm shift is indicated, important, and timely to effectively move towards sustainability. This book is the first to take this approach and to give examples for it. Not to synthetically merge the two fields has been and will continue to be highly insufficient, inefficient and contradictory for policy and public administration aiming for a transformation towards a sustainable world.  In general, social problems are dealt with in one “policy corner” and environmental problems in another. Rarely is social policy (at large) concerned with its impact on the environment or its connection with and relevance to environmental policy. Equally, environmental problems are generally not seen in conjunction with social policy, even though much environmental policy directly relates to health, nutrition, migration and other issues addressed by social policy. This book intends to correct the pattern to separate these very significant and large policy fields. Using examples from diverse academic and applied fields, it is shown how environmental policy can (and should) be thought of as social policy – and how social policy can (and should) simultaneously be seen as environmental policy.
